The unique nature of Hoshin Kanri lies in a Total Quality Management-based form of strategic management where
the PDCA (Deming) cycle is applied. Hoshin Kanri can be thought of as the application of the PDCA cycle to the
management process.
The PDCA cycle represents a generic approach to continual improvement of activities and processes:
PLAN
A plan of action is developed to address a problem. Corresponding control points and control parameters are
created. The plan is reviewed and agreed.
DO
The plan is implemented.
CHECK
Information is collected on the control parameters. The actual results are compared to the expected results.
ACT
The results are analyzed. Causes of any differences between expected and actual results are identified, discussed
and agreed. Corrective action is identified.
TQM is an integrated system of principles, methods, and best practices that provide a framework for organizations
to strive for excellence in everything they do. It is not possible to find an application where Hoshin Kanri is
separate from TQM, and it would be impossible for Hoshin Kanri to work effectively without the high levels of
teamwork and collaborative cross-functional working that TQM facilitates.
TQM’s insistence on process management fits well with the idea that strategic management should be a managed
process, where attention is given to the “How “ of achieving something, as well as to the “What” of the strategy
being achieved. This is consistent with a growing propensity for organisations to audit themselves annually for
best practice, using self-assessment and business excellence models, and which are typically based on criteria
taken from national quality awards (another important feature of TQM).
