Organization Excellence models, such as the Baldrige Excellence Framework , the European Foundation for Quality Management (EFQM) Excellence Model, Japan Quality Framework, Australian Business Excellence Framework (ABEF) and Singapore Business Excellence (BE) Framework all serve a common purpose. Each of the framework is an integrated leadership and management system that describes the elements essential to organisations sustaining high performance levels. It can be used to assess and improve any aspect of an organisation, including leadership, customers, strategy, people, processes, knowledge and bottom-line results. When well executed, it provides organisations with assurance of their sustainable performance.
For each of these, there were certifications and awards system for organisations to apply to get independent assessors to provide an insight on the organisation’s organisational excellence journey. Awards are given to deserving world-class organisations which have demonstrated consistent superior performance benchmarked against the best.
The certification service has discontinued for outstanding organisations in Singapore, so we no longer talk about Singapore Quality Award (SQA) and the Singapore Quality Class (SQC), the mindset and practice of the business excellence framework remain salient and is an important reference for businesses. The BE framework continues to provide businesses with a roadmap for excellence, to grow and stay competitive.
Singapore Business Excellence (BE) Framework
The Business Excellence (BE) initiative enables organisations to strengthen their management systems and processes to drive productivity and growth. The BE framework consists of 7 categories as follows:
- Leadership: focuses on the organisation’s leadership, mission, vision and values, governance system as well as responsibility to the community and the environment.
- Customers: focuses on how the organisation understands market and customer requirements, and future trends to build relationships with customers and create superior customer experiences.
- Strategy: focuses on the development and implementation of strategic plans based on the organisation’s external environment and internal capabilities.
- People: focuses on how the potential of employees is effectively harnessed to achieve excellence which includes human resource planning, employees learning and development, engagement and well-being and performance and recognition.
- Process: focuses on the management of key and support processes to achieve the organisation’s strategic goals to harness innovation capabilities, opportunities of continuous improvement, improved efficiency, and productivity.
- Knowledge: focuses on how the organisation harnesses information for learning, sharing, planning and decision making. This includes competitive analysis and benchmarking with the objective of learning from the best practice. This helps the organisation to determine performance and drive improvement and innovation for superior performance.
- Results: focuses on the organisation’s key performance indicators. This includes qualitative and quantitative measurements, comparative data and competitive analysis.
